This is not news.
If you've ever driven in America you would know that A) our educational system and what comes from my bowels after eating taco bell are one in the same, and B) These people can not drive!

Yes, I think it is quite widespread through all EU countries. But it's always refreshing to read an unaccustomed point of view.

I will say one thing, though.
Being a passenger in a UK car is the closest thing to being driven around by an autonomous/driverless car.
So it has one upside ...

I honestly don't believe that americans don't drive properly, but that americans are not required to drive properly to be able to legally drive.

This is true as well.
Our educational system is crap though for multiple reasons. One being that most 'rules' are state dependent. Moving to (or driving through) a new state requires you to learn all the little grey area regulations that that state may have changed. Each state is allowed to regulate its own educational system and requirements as well.
The other issue is that, like you said, drivers are not held accountable, therefore, they tend to do things they realize they can get away with, and before you know it, the rule they once knew they were breaking, they have completely forgot even existed.

Personally, I've always been of the opinion that the right side of the road is the one that allows you to sit on the right side of the carrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrr

Hmm... I don't know of too many people who actually enjoy being the passenger. But to each his own I guess.
